Town of Middleton Treasurer / Police Administrative Assistant This part-time position is ideal for a detail-oriented professional with administrative, financial, and records management experience who can support both municipal treasury operations and the Police Department in a confidential, accurate, and timely manner. Job Summary: The Town of Middleton is seeking a qualified and dependable candidate to serve in the combined role of Town Treasurer and Police Administrative Assistant. In the Police Administrative Assistant capacity, this position provides comprehensive administrative support to the Chief of Police and department staff, including accounts payable, record keeping, reporting, and related administrative functions. In the Town Treasurer capacity, this position is responsible for managing the Town’s cash management program, including assessing cash needs, coordinating borrowing, processing deposits and disbursements, handling payroll-related financial activity, maintaining accountability for municipal funds, and preparing related records and reports. This job description is intended to provide a general overview of the position and is not intended to be all-inclusive. Supervision Received: The Police Administrative Assistant reports directly to the Chief of Police. In the role of Town Treasurer, the position receives direction from the Board of Selectmen or its designee. Treasurer Duties: • Perform Treasurer duties in accordance with applicable federal, state, and Town laws, codes, ordinances, and regulations, including responsibilities outlined in RSA 41:29 of the New Hampshire Revised Statutes Annotated. • Receive weekly funds for deposit into the Town’s various accounts held at Profile Savings Bank and ensure deposits are made promptly. • Sign vendor manifest and payroll checks following approval by the Board of Selectmen to allow timely mailing and avoid late fees. • Record daily deposit and credit card transaction reports provided by the Tax Collector and Town Clerk in the appropriate account spreadsheets. • Reconcile monthly bank statements against internal spreadsheets for all accounts held. • Prepare a year-end written report for inclusion in the Town Report, including balances for all accounts held, letters of credit, road bonds, and any other relevant accounts or financial instruments. Police Administrative Assistant Duties: The Police Administrative Assistant maintains department records, including reports, statistical records, accident reports, arrest reports, and arrest dispositions. The following duties are representative of the responsibilities associated with this position and are not intended to be all-inclusive. • Assists the Chief of Police with preparation of cases for prosecution. • Maintains department payroll records. • Maintains department accounts. • Manages and processes billing for accounts payable and receivable, including police details. • Prepares monthly and annual reports for the department and the State. • Coordinates and processes all records requests. • Processes applications, statistical information, and billing related to grants. Requirements: • Associate degree preferred. • Three to five years of administrative experience in a related field preferred. • Preference will be given to candidates with training and experience using IMC Records Management. • Knowledge of accounting practices and financial reporting. • Bookkeeping experience preferred. • Working knowledge of banking procedures. • Working knowledge of office software applications. • Ability to work effectively and timely with other Town departments. • Strong computer skills. • Must successfully pass a thorough background investigation. This is a part-time combined position averaging 26–30 hours per week, with 16 hours per week dedicated to Police Administrative Assistant duties, Monday through Thursday. Some scheduling flexibility is available. Salary range: $18.50–$21.00 per hour. Mileage reimbursement for treasurer’s duties.
