Why do we do the Revaluation Process?  Besides the constitutional and statutory requirements, there are many beneficial aspects to\ completing a revaluation. The nature of the value of real estate is that values change, and the reality is it rarely changes for every property type at the same rate or for the same reasons. Basic fairness in property taxation requires that everyone pays based on the value of their property, and the revaluation resets all property to market value. Also, this being a human activity, it is prone to errors. A revaluation provides the opportunity to correct these errors. There may also be valuable property that has not been included, either through omission from inventory forms, or the completion of non-permitted work. The collection of these additional features of property increases\ the accuracy of the total value of a municipality and will reduce the tax burden on all taxpayers and abatement requests.

How does a revaluation affect property taxes?  A common misconception among property owners is that after a revaluation is that their increased tax assessment value will automatically result in increased property taxes.  This is simply not true. Property taxes are determined proportionally. As long as the entire community saw values rise by the same proportion, then each property still has the same proportion of value relative to every other piece of property in the municipality.

For example, a town has a budget of $10,000 and two properties in town. Each of the two properties pay $5,000 in property tax based on a $250,000 assessed value of each property.

After the 5-year revaluation, both properties are now assessed at $275,000. The town still has a budget of $10,000. The town budget does not increase merely because the value of the properties in town increased. The town still needs to raise $10,000, as such, the town would still raise $5,000 from each property.

Please do not apply the current tax rate to your new assessment as it will not be correct. Once the new rate is set, we will make it available to you.

$35M in funding for emergency energy assistance for New Hampshire residents now available to help with high energy prices this fall and winter.

New Hampshire residents are seeing higher energy bills due to the current high energy prices. Energy markets worldwide are volatile, and the higher prices we are seeing are the result of an energy supply crunch brought about by increased energy usage as the economy recovers from the COVID pandemic, uncertainties in supply stemming from the ongoing war in Ukraine, and growing inflation. 

Although these factors are out of our control, the State of New Hampshire has recently adopted legislation to provide emergency energy assistance to qualifying households. The State of New Hampshire will provide this assistance through the local Community Action Agencies. 

Who Is Eligible?

Households with incomes between 60% and 75% of the state median income may qualify for:

A one-time credit of $450 for heating assistance.

A one-time credit of $200 on electric bills.

Households with incomes below 60% of State Median Income may be eligible for assistance through:

Fuel Assistance Program - provides benefits to qualified New Hampshire households to assist with heating costs.

Electric Assistance Program - provides eligible customers with a discount on their monthly electric bills.

Gas Assistance Program – provides eligible customers with a discount on their natural gas winter heating bills.

How to Apply

To apply for assistance or to learn more about the application process, households should contact their local Community Action Agency to set up an appointment.

The Town of Middleton has contracted SŌLitude Lake Management to treat invasive milfoil in portions of Sunrise Lake. The treatment is scheduled for Thursday, June 19, 2025.

To ensure safety and effectiveness, temporary water use restrictions will be in place on the day of treatment. Please read the following carefully:

WATER USE RESTRICTIONS FOR JUNE 19th

• SWIMMING: No swimming for 6 hours in or within 200 feet of the treated areas.

• IRRIGATION / WATERING:

  • DO NOT use lake water to irrigate residential gardens, landscape plants, or golf courses until further notice (this may last up to 7 days).
  • This restriction applies to all water intakes within 200 feet of a treatment area and wells within 50 feet of that shoreline.
  • Watering for established lawns/turf is PERMITTED.

• DRINKING WATER: There are NO restrictions on drinking or domestic water use from your home’s system.

Signs will be posted along the shoreline near the treatment areas.

Utilizes and maintains Fire/EMS related equipment and gear. Respond to fire and rescue calls while on duty. Performs patient assessments, care and transports to area hospitals. Utilizes self - contained breathing apparatus and PPE as necessary to create a safe working environment. Overview of the NH statewide cyanobacteria plan On Wednesday, January 31, 2024 at 7pm NHDES will host a webinar to provide an overview of the newly released “Cyanobacteria Plan: A Statewide Strategy”. David Neils, NHDES Chief Aquatic Biologist, will discuss the major components of the plan and answer questions from the public. The webinar is open to anyone interested in learning more about cyanobacteria. In November 2023, NHDES released a statewide strategy to prevent the increase of, and eventually control, cyanobacteria blooms in New Hampshire’s surface waters. The plan was required by the state legislature and included input from a 17-person cyanobacteria advisory committee. Included in the plan are several key strategies and goals necessary to curb cyanobacteria blooms occurrences and risks, such as: • Implementation and support for policies and practices that reduce nutrient inputs to reduce bloom occurrences. • Enhanced lake management programs to diagnose blooms and support corrective actions that minimize their occurrence. • Increase public awareness for people who recreate in our water bodies to recognize cyanobacteria blooms and respond accordingly to minimize health risks. • Increase cyanobacteria bloom monitoring capacity to inform the public when and where blooms are occurring. • Prevent, detect and respond to cyanobacteria blooms in surface waters that serve as public drinking water supplies to minimize health risks to customers. The webinar will focus on these key strategies and discuss specific action items to achieve the strategies leaving plenty of time for questions and answers. The webinar will be recorded, and a link of the recording will be posted on the NHDES website at https://www.youtube.com/user/NHDES.

Middleton Fire and Rescue is currently accepting applications to fill a few open Per- Diem FF/EMT positions. These employees’ will be hired to fill a 12 hour 6am to 6pm day shift vacancy.

What changed: \ ADUs must be allowed asofright wherever singlefamily homes are permitted. Towns must allow: 

• Attached or detached ADUs 
• ADUs sized 750–950 sq ft 
• Conversion of existing structures, even if nonconforming 
• No additional review beyond a building permit 
• Owneroccupancy  

Article 24A Middleton amendments: \ Update Article 24A to: 

• Allow attached and detached ADUs

Impact: \ Expands residential options in commercial areas as required by statute.

What changed: \ Family and group family childcare must be allowed as an accessory use to any primary residential use, with no site plan review.

Impact: \ Ensures homebased childcare is permitted in all districts where singlefamily homes are allowed.

• Family Compound” is, by definition, a relationshipbased land use, which is now prohibited per HB 457 
• Creates enforcement problems 
• Conflicts with new ADU laws (HB577)

2. The following activities do not require a building permit unless otherwise specified in this Ordinance: 

a. Ordinary repairs that do not involve structural changes. 

b. Interior renovations that do not alter means of egress, loadbearing elements, or lifesafety systems. 

c. Fences six (6) feet in height or less. 

3. A building permit is required for any fence exceeding six (6) feet in height. 

Fence height shall be measured from the natural grade at the base of the fence on the lowest side. 

4. The Building Inspector/Code Enforcement Officer shall review all building permit applications for compliance with this Ordinance and applicable state laws. 

5. A building permit shall be issued when the proposed work complies with all applicable regulations and shall expire twelve (12) months from the date of issuance unless substantial work has commenced.

The drawdown is necessary to protect docks and shoreline structures from ice damage over the winter. The gradual process will lower the lake level over several weeks.

Property owners should take this opportunity to remove or secure any personal property, equipment, or structuresthat may be affected by the reduced water level, including:

• Boats, kayaks, and canoes not removed for the season

• Has some contact with the general public and other town department heads as well as private contractors.

Functions:

• Performs daily functions to include highway construction and maintenance of all roads, bridges, drainage systems, traffic signs, tree removal, public beaches, ball parks, playgrounds and all public buildings.
• Assists with fleet maintenance.
• Assist the department in all snow removal operations, street sweeping and parking lot maintenance.

Recommended Minimum Qualifications

Education and Experience:

• Two years experience in highway maintenance, construction or an equivalent combination of education and experience preferred.
• Three years commercial lawn maintenance – experience preferred
• Two years traffic control – experience and certification preferred.

Special Requirements:

• NH CDL-B Driver’s license required.

Knowledge:

• Working knowledge of procedures, equipment, materials and tools related to highway construction and maintenance operations.  
• Working knowledge of practices and methods applicable to a municipal setting.  Practical knowledge of vehicle maintenance procedures.  Practical knowledge of all applicable policies and regulations affecting highway and fleet maintenance activities.

Ability:

• Ability to carry out highway maintenance, maintain good public relations, ability to communicate with employees, contractors, town officials and the general public.  
• The ability to anticipate operational problems and take corrective action to avoid malfunctioning equipment.  Good organizational and planning skills. 

Physical Requirements:

• Moderate physical effort is required.  
• Ability to lift heavy objects and perform strenuous work under varying weather conditions. 
• Ability to walk, stand, stoop and crouch for long periods of time.  Ability to work extended overtime hours.

Salary:

• Dependent on experience.

Due to the anticipated weather conditions, all trash and recycling routes will be delayed by one day for the entire week.

The Adjusted Schedule:

• Tuesday routes to be picked up on Wednesday
• Friday routes to be picked up on Saturday
